Registration and Notification of a Childminding Service

On 19 September 2024, the Minister for Children, Equality, Disability, Integration and Youth published the new regulations for childminders, which will come into effect on 30 September. The regulations have been written to reflect the home and family setting in which childminders work and the unique features of childminding, while providing important safeguards for children and offering safety and quality assurance for parents.

There will be a transition period of three years following the commencement of the Regulations. During this 3-year transition period, childminders will be able to register with Tusla, but they will not be required to do so. To register with Tusla you must have the following documents:

 

  • Proof of identity
  • Garda Vetting and Police clearance for the childminder and emergency cover paerson/s
  • Two References
  • Copy of insurance certificate
  • Certificates for Pre-Registration Training, First Aid and Tusla Always Children First E-Learning programme

What is the purpose of Notification?

Statutory Notification is intended to safeguard the health, safety and welfare of pre-school children, to promote the development of pre-school children, and to ensure compliance with the Regulations made under Part VII of the Childcare Act. The Pre-school Inspector inspects the Childminding service and may make several visits to help the Childminder reach regulatory standards.

How do I notify in Fingal?

To make a Statutory Notification, please call your local Tusla office and ask to speak to a local pre-school inspector. Then ask for the Notification Form to be sent to you, along with the Explanatory Guide to Notification and Inspection. The annual notification fee is currently €40.

Statutory Notification

Certain categories of Childminders are legally obliged to register their childminding service with Tusla and are subject to Inspection: Childminders who wish to care for 4 or more preschool children or care for 7 or more school age children or a mix of both. If you are unsure of your requirement to register with Tusla contact the FCCC team who will be happy to assist you.

Garda Vetting

Under the Child Care Act 1991 (Early Years Services) Regulations 2016 all staff, students, and volunteers who have access to children should be Garda Vetted.

All Tusla registered Childminders must have Garda Vetting, but best practice would indicate that all Childminders and their emergency backup contact should be Garda Vetted also.
